The Luxembourg Chamber of Commerce, together with the Ministry of Economy and Finance and the Ministry of Labor, has launched a new initiative aimed at a group many dual citizens know well: spouses and partners who relocate to Luxembourg alongside them. The Luxembourg Spouse Program is part of the national Work in Luxembourg strategy, and it’s built to help those spouses and partners integrate into the country’s economic and social life. It runs entirely in English and is structured as an introductory module followed by four specialized pathways.
For dual citizens who hold a Luxembourg passport but are moving to the country for the first time, this program addresses a real gap: citizenship on paper doesn’t automatically translate into a professional network, a job, continuing education, a business, or a sense of community for the partner who’s coming along for the move. That’s precisely the challenge the Luxembourg Spouse Program was designed to solve.
The program is organized by the Chamber of Commerce in collaboration with the two ministries and several institutional partners, with the goal of helping participants identify and pursue opportunities suited to their own skills and ambitions — and integrate into the country faster and more fully as a result.
The starting point: the Introduction and Orientation Module
Every pathway begins with an Introduction and Orientation Module, a mandatory gateway to the rest of the program. Through presentations, networking opportunities, and meetings with partner organizations, participants get an overview of the Luxembourg labor market, the national economy, and available support services — enough context to choose their path with more confidence.
The first edition is offered in two formats: the in-person session on September 29, 2026 is already full, while the online session on October 2, 2026 is still open for registration.

Four tailor-made pathways
After the introductory module, participants choose from four pathways, which can also be combined:
- Path to Work — Managed by the House of Training with ADEM (Agence pour le développement de l’emploi or the government employment agency), offering individual coaching, employability workshops, career guidance, and networking with employers. Open to those who moved to Luxembourg within the last five years, are resident in the country, have good English skills, and are willing to enroll with ADEM. Places are limited and selection is based on candidate’s profile and professional goals.
- Path to Entrepreneurship — For those who want to start a business, offering support from the House of Entrepreneurship, the national one-stop shop for entrepreneurs, from initial idea through launch.
- Continuing Education Program — Managed by the Maison de l’Orientation, for those who want to update their skills, change careers, or have foreign qualifications recognized, including skills assessments.
- Pathway to Local Roots and Community Engagement — Developed by the Ministry of Family Affairs through the Biergerpakt initiative and the Agence du Bénévolat, helping participants understand Luxembourgish society and culture and get involved locally through volunteering and community initiatives.
