This year again, our society has been confronted with extraordinary challenges. The Christmas holidays are an opportunity to remind ourselves of the values that are fundamental to our living together: mutual aid, empathy, solidarity and respect. These values must guide us at a time when the pandemic is still present and weighs on our daily lives.

We have learned to live better with the virus and we are adapting. Thanks to enormous scientific efforts and international cooperation, vaccines and medicines have been developed, allowing us to gradually bring the virus under control.

But this is a long-term effort, especially because of the mutations of the virus. A collective effort is essential and everyone must take their responsibilities. Solidarity within our society remains crucial. This cohesion, this mutual support, we have already demonstrated on several occasions in the past. It is important today that we give this same support to our family, our friends, our neighbors, our acquaintances but also to people we do not know.

Together with the Grand Duchess, I would like to thank all the people who are doing so much in our country so that we can get out of this exceptional situation.

The fact that many people in our country live in precariousness gives us food for thought. Poverty also exists in Luxembourg. As a society, we have an obligation to specifically support these people and to reach out to them.

This solidarity is also necessary on a global level because we share the same fate and the virus and its consequences can only be overcome through a global effort.

We must not lose sight of the fact that every day the virus claims thousands of victims throughout the world: vaccination is the only way to overcome this pandemic.

In a democracy, everyone has the right to his or her opinion; everyone has the freedom of choice. But we must remember that individual freedom ends where the freedom of others begins. This freedom also includes our safety and our health.

In our society, we need to discuss controversial issues openly and honestly – with tolerance and respect for differing opinions. An objective, factual discussion is necessary. Only in this way will we find consensus on the complex issues that will impact our future and future generations. Decisions made in this democratic process must then be carried out.

Democracy means respecting the decisions of the majority. It is undeniably wrong to try to change this through the use of violence. Violence is never a solution and is not tolerated in our rule of law.

Dear Compatriots,

The health crisis has, for obvious reasons, been the focus of attention for the past year. But the other major challenges we face remain. As you know, I am particularly concerned about the protection of the environment, and I know that many of you are as well. The terrible floods that have caused great suffering in our country and the Greater Region this year are a further illustration of the urgent need for action.

Since industrialization, enormous progress has been made through innovation and technology. However, our planet has had to suffer the negative consequences of this unprecedented development over the years.

The hopes invested in the UN Climate Change Conference in Glasgow were not all fulfilled – nevertheless, important decisions were made in November that will have to be implemented. It will not be an easy task, but it is imperative that we find solutions with courage, determination and combined efforts.

I regularly interact with young people and I am impressed by their knowledge and realism, and above all by their will and commitment to a more sustainable world. What is at stake is nothing less than their future and they have the right to contribute to the discussions and bring their ideas.

Dear fellow citizens,

We are fortunate that our economy has a solid foundation. Luxembourg has always succeeded in turning challenges into opportunities and our country has reinvented itself on several occasions.

This is why Luxembourg is presenting itself at the World Expo in Dubai as “Resourceful Luxembourg”.

Our society lives from its diversity, openness and tolerance and is thus well equipped to face the future in an increasingly globalized world. Our country takes its responsibility and actively contributes to the search for new ways to reach goals such as CO2 neutrality until 2050.

Private initiatives play an important role in this. Pioneering spirit is essential to shape a more efficient, cleaner, fairer and sustainable world for the benefit of all.

Covid has also weakened the multilateral system and has reinforced national reflexes in part.

The pandemic has thus demonstrated once again the importance of European solidarity. Crises of this magnitude cannot be overcome at the national level. This is one reason for more Europe and for a strong Europe.

Beyond Europe, Luxembourg has always been committed to multilateralism, respect for human rights and international law. This commitment has been rewarded: in October, Luxembourg was elected for the first time to the UN Human Rights Council.

Through our participation in this council we are committed to advancing essential themes: I am referring to the rule of law, the fight against climate change and its impact on human rights such as access to water, health and food. The same goes for women’s and children’s rights, and especially, which is so close to the heart of the Grand Duchess, the rights of young girls. And let us not forget the efforts against discrimination of minorities.

We have been living with the pandemic for almost two years now. We have not given up and we must not let ourselves be demoralized.

Este ano, mais uma vez, a nossa sociedade tem sido confrontada com desafios extraordinários. As férias de Natal são uma oportunidade para nos lembrarmos dos valores fundamentais para a nossa convivência: ajuda mútua, empatia, solidariedade e respeito. Estes valores devem guiar-nos numa altura em que a pandemia ainda está presente e pesa na nossa vida quotidiana.

Aprendemos a viver melhor com o vírus e estamos a adaptar-nos. Graças a enormes esforços científicos e à cooperação internacional, foram desenvolvidas vacinas e medicamentos, o que nos permitiu controlar gradualmente o vírus.

Mas é um esforço a longo prazo, especialmente por causa das mutações do vírus. É necessário um esforço colectivo e todos devem assumir a responsabilidade. A solidariedade dentro da nossa sociedade continua a ser crucial. Esta coesão, este apoio mútuo, é algo que já demonstrámos em várias ocasiões no passado. É agora importante que demos o mesmo apoio à nossa família, amigos, vizinhos, conhecidos e também a pessoas que não conhecemos.

Juntamente com a Grã-Duquesa, gostaria de agradecer a todos aqueles que estão a fazer tanto no nosso país para nos ajudar a ultrapassar esta situação excepcional.

O facto de muitas pessoas no nosso país viverem em condições precárias dá-nos que pensar. A pobreza também existe no Luxemburgo. Como sociedade, temos a obrigação de apoiar especificamente estas pessoas e de lhes estender a mão.

A crise sanitária tem sido, por razões óbvias, o centro das atenções durante o ano passado. Mas os outros grandes desafios que enfrentamos permanecem. Como sabem, a protecção ambiental está particularmente perto do meu coração, e sei que também está perto do coração de muitos de vós. As terríveis inundações que causaram grande sofrimento no nosso país e na Grande Região este ano são mais uma ilustração da necessidade urgente de acção.

Desde a industrialização, enormes progressos têm sido feitos através da inovação e da tecnologia. No entanto, o nosso planeta teve de sofrer as consequências negativas deste desenvolvimento sem precedentes ao longo dos anos.

As esperanças investidas na Conferência das Nações Unidas sobre Alterações Climáticas em Glasgow não foram todas satisfeitas – no entanto, em Novembro foram tomadas decisões importantes que terão de ser implementadas. Não será uma tarefa fácil, mas é imperativo que encontremos soluções com coragem, determinação e esforços combinados.

Falo regularmente com os jovens e fico impressionado com o seu conhecimento e realismo, e sobretudo com a sua vontade e compromisso para com um mundo mais sustentável. O que está em jogo é nada menos que o seu futuro e eles têm o direito de contribuir para as discussões e de trazer as suas ideias.

Caros concidadãos,

Somos afortunados por a nossa economia ter uma base sólida. O Luxemburgo sempre conseguiu transformar desafios em oportunidades e o nosso país reinventou-se em várias ocasiões.

É por esta razão que o Luxemburgo se apresenta na exposição mundial no Dubai como “Luxemburgo com recursos”.

A nossa sociedade prospera na sua diversidade, abertura e tolerância e está assim bem equipada para enfrentar o futuro num mundo cada vez mais globalizado. O nosso país está a assumir as suas responsabilidades e a contribuir activamente para a procura de novas formas de atingir objectivos tais como a neutralidade de CO2 até 2050.

As iniciativas privadas desempenham um papel importante neste contexto. O espírito pioneiro é essencial para moldar um mundo mais eficiente, mais limpo, mais justo e sustentável para o benefício de todos.

Covid também minou o sistema multilateral e, em parte, reforçou os reflexos nacionais.

A pandemia demonstrou assim, mais uma vez, a importância da solidariedade europeia. Crises desta magnitude não podem ser ultrapassadas a nível nacional. Esta é uma razão para mais Europa e para uma Europa forte.

Para além da Europa, o Luxemburgo sempre esteve empenhado no multilateralismo, no respeito pelos direitos humanos e pelo direito internacional. Este compromisso foi recompensado: em Outubro, o Luxemburgo foi eleito pela primeira vez para o Conselho de Direitos Humanos da ONU.

Através da nossa participação neste conselho estamos empenhados em fazer avançar questões-chave: refiro-me ao Estado de direito, à luta contra as alterações climáticas e ao seu impacto nos direitos humanos, tais como o acesso à água, à saúde e à alimentação. O mesmo se aplica aos direitos das mulheres e das crianças, e especialmente, que é tão caro à Grã-Duquesa, aos direitos das jovens raparigas. E não esqueçamos os esforços contra a discriminação das minorias.

Há quase dois anos que vivemos com a pandemia. Não desistimos e não nos devemos deixar desmoralizar.

Devemos manter a nossa sociedade unida e procurar soluções em conjunto, no interesse de todos os nossos concidadãos.
